Scope Summary: Preparation of two separate and complementary tender specifications required for the implementation of a High Voltage Direct Current (HVDC) Transmission Facility Project.

The first output of the consultancy shall be a “Generic HVDC Technical Specification”, which will define the technical, functional, and operational requirements of a ±525 kV, 2000 MW VSC-based bipole HVDC transmission link with metallic return. Due to the absence of a finalized feasibility report, route analysis, environmental assessment, and pre-project system studies at this stage, this HVDC specification will be developed as a “generic document”, serving as a reference for international EPC bidders and providing a standardized baseline for future implementation.

The second output of this consultancy shall be an “Owner’s Engineer (OE) Tender Specification”, defining the services, qualifications, and responsibilities of the OE consultant to be contracted by the Employer. The OE shall carry out, on behalf of and in coordination with the TSO, the complete set of studies, analyses, and evaluations that are required to be conducted by the TSO prior to initiating the HVDC facility tender. This includes (but is not limited to) feasibility studies, AC and DC system analysis, grid compliance assessments, route and environmental impact studies, and preparation of the final EPC tender documents for the HVDC project.
