ENTSO-E (European Network of Transmission System Operators for Electricity)


ENTSO-E was established by European Union countries in 2009, in order to increase energy supply security by creating a common internal electricity market model with grid integration, to maximize electricity generation-transmission-distribution efficiency and to minimize environmental problems. 42 transmission system operators from 35 countries are members of ENTSO-E.       

Trial synchronous parallel operation between Turkish Power System and ENTSO-E Continental Europe Synchronous Area (CESA) was initiated on 18 September 2010. With the completion of the trial synchronous parallel operation phase, permanent connection between our country and ENTSO-E CESA electrical systems has been provided with the "Long Term Agreement" signed on April 14, 2015.        

In 2021, the existing Long Term Agreement was revised within the framework of the Synchronous Region Framework Agreement signed among the Transmission System Operators that are members of ENTSO-E and re-signed between TEİAŞ and ENTSO-E.       

With permanent connections, Türkiye electricity market has entered into a legal way for integration with the European internal electricity market. On January 14, 2016, "Observer Membership Agreement" was signed and TEİAŞ became the first and only Observer member of ENTSO-E.  

TEİAŞ representatives who were participating to the special working group studies for the connection of Türkiye to ENTSO-E before permanent connection, have also started to participate in the works carried out in a large number of different working groups and sub-committees of ENTSO-E after the Long Term Agreement and Observer Membership.

CIGRE (International Council on Large Electric Systems)


CIGRE is an international non-governmental organization founded in Paris in 1921, where experts from all over the world share their knowledge and encourage cooperation by combining their strengths to improve today and tomorrow's power systems.  

CIGRE is active in the planning, operation and development of electrical systems, and engaged in design, operation and maintenance of HV equipment and facilities, tele-control and telecommunication equipment for the protection of electrical systems and information systems through 16 Study Committees and about 250 Working Groups that are under the Study Committees.  

Despite the fact that TEİAŞ has been a member of CIGRE since the days of TEK in 1970’s, it became possible for the CIGRE members of our country to exist within a certain organization with the establishment of the CIGRE Türkiye National Committee on August 2014 under TESAB (Turkish Electricity Industry Association).  

TEİAŞ is actively taking part both in the CIGRE Turkish National Committee and Executive Committee. In this scope, our representatives participate to the activities of the CIGRE Working Groups/Committees and national and international CIGRE organizations with their papers.  

Furthermore, TEİAŞ staff plays an important role in the Mirror Committees which were created under the Turkish NC.  

EURELECTRIC (The Union of the Electric Industry)


EURELCTRIC is the industry association representing the common interests of the electricity industry at European level. The goal of EURELECTRIC with members from 32 different countries; as a professional organization, to create a platform where problems encountered in the electricity sector can be discussed. It has an impact on the decisions taken in the EU Commission through the news, notifications and reports it publishes.   

TESAB was established in 2005, and since this date, TESAB has been representing our country in EURELECTRIC. TESAB directs its experts, to EURELECTRIC Committees and Working Groups through its member companies, NGOs and individuals and contributes to EURELECTRIC reports.   

TESAB established the EURELECTRIC Coordination Committee in 2020 in order to ensure these works are carried out in a coordinated manner. The staff of our Corporation are members of the working groups established under the EURELECTRIC Coordination Committee and closely follow EURELECTRIC activities.

Med-TSO (Mediterranean Transmission System Operators)


Med-TSO is the Association of the Mediterranean Transmission System Operators (TSOs) for electricity, operating the high voltage transmission networks of 19 Mediterranean Countries, including Türkiye. 

It was established on 19 April 2012 in Rome as a technical platform that, using multilateral cooperation as a strategy of regional development, could facilitate the integration of the Mediterranean Power Systems and foster Security and Socio – economic Development in the Region. 

Med-TSO gathers 21 members from 18 Mediterranean countries, covering an area of 8.6 million km2; it serves about 500 million of consumers, with a total load demand of about 1,600 TWh (billions of kWh); Med-TSO members operate around 400,000 km of transmission lines, dispatching the energy produced by about 550,000 MW (Megawatt) of installed capacity. 

Med-TSO is engaged in facing this challenging evolution of the regional power sector by facilitating the creation of a Mediterranean energy market, through the definition of common methodologies, rules, sharing costs, risks and best practices for optimizing the operation of the existing infrastructures and facilitating the development of new ones. 

Med-TSO mission is to operate a Multilateral Cooperation platform among the TSOs, aimed at facilitating the harmonized development of their transmission grids, at creating a secure, flexible and efficient integrated Power System in the Mediterranean and at fostering the creation of an integrated regional electricity market. 
Med-TSO contributes to the achievement of this objective by promoting: 

     • Integration of Med-TSO countries' National Network Development Plans with system operations and promoting cross-border electricity trade in order to ensure quality and safety of the electricity supply in the Mediterranean region. 
     • Markets integration 
     • Determining common criteria and harmonized technical rules for system integration 
     • Developing cooperation between TSOs and adopting a coordinated approach towards institutions (MEDREG and ENTSO-E) 
     • Enhanced communication and consultation with stakeholders and institutions 
     • The role of TSOs at regional level, analysing and taking common positions on issues that can have an impact on the development and operation of transmission systems; 

The European Union supports Med-TSO, in order to contribute to the development of a special relationship between the EU Member States and their neighbouring Mediterranean countries. Through close cooperation with the European Union Commission, Med-TSO provided financial support for its study titled “Mediterranean Project” with the Agreement signed with the EU Commission on 30 December 2014. 

The "Mediterranean Project" ended in April 2018 and the "Mediterranean Project II", which will cover the years 2018-2020, was initiated with the financial support of the EU. The personnel of our Corporation have participated in both project works. In 2020, Med-TSO launched its newest project, TEASIMED (Towards an Efficient, Adequate, Sustainable, and Interconnected, Mediterranean Power System). Participation in TEASIMED activities is also ensured by the representatives of our Corporation. 

The duty of vice president of Med-TSO is carried out by the representative of Corporation.

SEE CAO (Southeast Europe Coordinated Auction Office)


Since 2002, TEIAS has been a follower of efforts for establishing a regional electricity market within Southeast Europe and its integration into the Central European electricity market and a part of all organs that concreted these studies. Within this scope, in order to establish the legal, institutional and technical infrastructure related to coordinated tender applications and to share the income received after the tender between Transmission System Operators (TSO), SEE CAO (Southeast Europe Coordinated Auction Office Office) was established on March 10, 2014 with the ceremony organized in Türkiye. 

SEE CAO, which has been established among electricity TSOs of Greece, Montenegro, Croatia, Bosnia and Herzegovina, Albania, Kosovo, Macedonia and Türkiye, is intended to tender the regional interconnection capacities between mentioned countries centrally. 

For this purpose, allocation of the capacities between members have been started with Bosnia-Herzegovina-Croatia and Bosnia-Herzegovina-Montenegro border since 27 November 2014. As of October 2015, the capacity of the existing interconnection line between Türkiye and Greece has begun to be allocated through SEE CAO on daily, monthly and yearly basis.

WEC (World Energy Council)


The World Energy Council established in 1923, is the only global and inclusive forum that conducts concrete work and leads ideas on the future of sustainable energy. The World Energy Council's 93 national committees represent more than 3000 member organizations, including the states, sectors and specialized organizations. WEC, whose mission is to promote energy use based on a sustainable supply chain for all, is represented by the Turkish National Committee of the World Energy Council in Türkiye. 

Our Corporation follows the activities of DEK TMK closely.
