1. The Turkish Electricity Transmission Corporation (TEİAŞ) has received financing from the World Bank toward the cost of the Transforming Power Transmission System Project (TTPS), and intends to apply part of the proceeds toward payments under the Contract for 400/154/33 kV DEVEKIRAN SUBSTATION (AIS).
2. The TURKISH ELECTRICITY TRANSMISSION CORPORATION (TEİAŞ) now invites sealed bids from eligible bidders for the construction and completion of following Work: Supply of Substation Goods testing, transport, delivery, services required at customs and storage at site, engineering and design services, complete erection, construction, installation, supervision, civil works, commissioning, site testing and handing over in satisfactory operating condition of 400/154/33 kV DEVEKIRAN Substation.
3. The duration of the Works is 540 calendar days of Design, Supply & Installation works and excluding Defect Liability Period of the construction works.
4. Bidding will be conducted through international competitive procurement using a Single Stage Two Envelope Request for Bids (RFB) Document with Rated Criteria as specified in the World Bank’s “World Bank Procurement Regulations for IPF Borrowers dated September 2023” is open to all eligible Bidders as defined in the Procurement Regulations. 5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for cost: 50%.

7. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 200.- (V.A.T included). The method of payment will be direct deposit to the specified account number below. Upon payment of the fee (copy of the payment receipt should be attached to the written application), the Bidding Documents will be sent by the Employer to the applicant through email as an attachment file in electronic format.

8. Bids must be delivered to the address below on or before 10.30 a.m. (Türkiye Time) on 30 July 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below 10.30 a.m. (Türkiye Time) on 30 July 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
9. All Bids must be accompanied by a Bid Security of 750.000,- Euros or equivalent (seven hundred and fifty thousand Euros) for 400/154/33 kV DEVEKIRAN Air Insulated Substation (AIS). The Bid Security must be included as part of the Technical Part of the Bid (not as part of the Financial Part of the Bid), in accordance with the requirements of the bidding document.
The exchange rate to be applied in conversion of the Bid Security Amount shall be the
Selling Exchange rates officially published by the Central Bank of Türkiye at 03.30 p.m. (Türkiye Time) on the applicable date (http://www.tcmb.gov.tr). The applicable date for the exchange rates shall be the date twenty-eight (28) days prior to the date of Bid Opening except when this date falls on an official holiday including Saturdays and Sundays in which case the applicable date shall be the last working day before twenty-eight (28) days prior to the date of Bid Opening.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
